The long-delayed plans to build a third runway at Heathrow will cost £14bn, according to plans the government is endorsing, paid for entirely by the private sector. It will allow Heathrow to increase its capacity from 85.5 million passengers a year to 130 million.

Chris Grayling, the transport secretary, described it as a “historic moment”.
